Board of Investment

Board of Investment under the Administration Rostov-on-Don, was established on 15 February 2011. The Council consists of Mayor and his deputies, representatives of the business community, and civil society organizations resursosnabzhayuschih. Board of Investment under the Administration of Rostov-on-Don is a standing joint advisory body designed to facilitate the implementation of investment projects and proposals. Council implements the policy of the Administration of Rostov-on-Don to attract investment, create the most favorable conditions of investment activity to substantiate the implementation of economic, social and environmental interests of the population of the city of Rostov-on-Don, sustainable economic development, stable social environment and nurturing environment.

In accordance with the decision of the Administration of Rostov region from 22.12.2010 N 390 "On establishment of the Board of Investment under the Head of Administration (Governor) of the Rostov region," in order to attract and effective use of the budget and private investment for the development of economic and social development of the city of Rostov-on- Don decree:
1. Coordination Council for Investment under the Administration of Rostov-on-Don.
2. To approve the Regulations on the Coordinating Board of Investment under the Administration of Rostov-on-Don in the annex to this resolution.
3. Considered null and void:
- Order of the Mayor of the city of Rostov-on-Don on 19.02.2009 N 43 "On creation of a working group on support of investment projects";
- Order of the Mayor of the city of Rostov-on-Don on 18.09.2009 N 366 "On amendments to the order of the Mayor of the city of Rostov-on-Don on 19.02.2009 N 43".
4. This Decision shall enter into force upon its publication in the local newspaper "Rostov official."
5. Monitoring the performance of the decision to entrust the first deputy head of the Administration of VV Kirgintseva.

1. General provisions

 

1.1. Coordinating Board of Investment under the Administration of Rostov-on-Don (hereinafter - the Coordinating Council) is a permanent joint advisory body designed to facilitate the implementation of investment projects and investment in the economy of the city of Rostov-on-Don. Coordinating Council implements the policy of the Administration of Rostov-on-Don to attract investment, create the most favorable conditions of investment activity to substantiate the implementation of economic, social and environmental interests of the population of the city of Rostov-on-Don, sustainable economic development, stable social environment andnurturing environment.

1.2. Coordinating Council in accordance with the Constitution, federal laws, decrees and orders of the President of the Russian Federation, decisions and orders of the Government of the Russian Federation, regional laws, decrees and orders of the Head of Administration (Governor) of the Rostov region, decisions and orders of the Administration of Rostov region, Rostov solutions -on-Don City Council, decisions and orders of the Administration of the city of Rostov-on-Don, this Regulation.
1.3. The Coordination Council of the need to consider attracting investment projects (proposals) representatives and experts of utilities, regional planning and scientific research organizations.

1.4. Coordination Council meetings are held as required by the initiative of the members of the Coordinating Council and recorded in the minutes.

 

2. Goals and objectives of the Coordination Council
 

2.1. The Coordinating Council is established to:
implement policies to attract investment in the city of Rostov-on-Don;
decision-making, contributing to the successful implementation of investment projects;
improve inter-agency coordination of the implementation of investment projects;
decision-making on the interaction between industry (functional) bodies, the structural units of the Administration of Rostov-on-Don and investors.
2.2. The main tasks of the Coordinating Council are:
definition of common positions of industry (functional) agencies and departments of the Administration of Rostov-on-Don in regard to the implementation of investment projects;
make recommendations and propose the adoption and improvement of laws and regulations that promote efficient investment;
make proposals for the resolution of outstanding issues in the implementation of investment projects;

make proposals for the conclusion of investment agreements;
assist in resolving financial and property issues between the parties - responsible authorities for the implementation of investment projects and their members in the event of an investment agreement;

consideration of other issues relating to the implementation of investment projects in the city of Rostov-on-Don.

 

3. Rights and responsibilities of the Coordinating Council
 

The Coordination Council for the discharge of their functions may:
3.1. Request and receive from industry (functional) organs, departments of the Administration of Rostov-on-Don, and participants in investment projects necessary documents and information on the implementation of investment projects.
3.2. Invite and hear at the meeting of the Coordinating Council of representatives of organizations involved in the implementation of investment projects.
3.3. Ask the industry (functional) organs, departments Administration of a reasoned opinion about the importance of the implementation of investment projects under consideration.

3.3.1. Upon review of the investment project to make a decision about the effectiveness of the investment project and the feasibility of support by the administration of the city of Rostov-on-Don, the implementation of this investment project.

3.3.2. Secure monitoring the implementation of decisions taken by the Coordinating Council for the members of the Coordinating Council.

3.3.3. Bring a solution to the Coordinating Council of the Administration of the effectiveness of the investment project to address the issue of the allocation of land.

3.4. Organize advisory councils, working groups under the leadership of deputy mayor of the city for addressing issues within the competence of the Coordinating Council on industrial activities.
3.5. Ensure interoperability with industry investors (functional) organs, the structural units of the Administration of Rostov-on-Don and the supervisory authorities in the implementation of investment projects.
3.6. Recommend training of municipal regulations of the Administration of Rostov-on-Don on issues related to attracting investments.

 

4. Regulation of the Coordinating Council

4.1. The decision to hold the meeting of the Coordinating Council shall chairman of the Coordinating Council, and the lack of it - one of his deputies on the basis of proposals from the members of the Coordinating Council.
4.2. Proposal for a meeting of the Advisory Council to the President of the Coordinating Council should be made in writing no later than 15 days, with the application materials for the consideration of substantive issues.
4.3. Investment projects are considered by the Coordinating Council under the proposals made by investors, industry (functional) of the Administration of Rostov-on-Don, the administration of the city, members of the Coordinating Council.
4.4. Meeting of the Coordinating Council shall be valid if attended by at least half of its members or their representatives, including the Chairman of the Coordinating Council, and in his absence - one of his deputies.
4.5. Each member of the Coordinating Council shall have one vote.
4.6. The Coordinating Council shall be taken by a simple majority vote of those present at its meeting of members (representatives). In case of equality of votes the chairman of the Coordinating Council, and in his absence - the deputy, the leading meeting of the Board shall have the right to vote.
4.7. According to the results of meetings of the Coordinating Council shall decide, bearing the recommendation. The decision approved by the chairman of the Coordinating Council, or his deputy. The results of monitoring the implementation of decisions are heard reports at subsequent meetings of the Council.
4.8. Meeting of the Coordinating Council of the Chairman of the Coordinating Council, and in his absence - one of his deputies.
4.9. Chairman of the Coordination Council of the following functions:
manages the activities of the Coordinating Council;
approves the plan of work of the Council;
meets the Coordinating Council;
brings to the discussion questions on the activities of the Coordinating Council;
delegates if necessary powers to one of the Vice-Chairman of the Coordinating Council.
4.10. Organization of the training sessions is assigned to the Secretary of the Coordinating Council.
4.11. Secretary of the Coordinating Council of the following functions:
invites members of the Coordinating Council for the meeting;
forms the agenda of the meeting of the Coordinating Council on the basis of proposals from the members of the Coordinating Council;
prepares and sends approved by decision of the members and participants of the Coordinating Council.
