The final meeting of the Commission for consumer right protection at the Rostov-on-Don Administration took place at the site of the Chamber of Commerce and Industry of the Rostov Region with the participation of specialists of the Department of Civil and Business Law of the South-Russian Institute of Management.
The subject for discussion was the changes in the Law of the Russian Federation on the Consumer Right Protection effective as of 01/01/2019 and relating to the appearance of a new participant in the market of products and services – the owner of the aggregator of information about products (services).
Director of the Department of Economics of Rostov-on-Don City, Svetlana Kambulova, opened the Commission meeting. She noted that the society digitalization, introduction of electronic platforms enabling consumers to purchase products and services actively by one-click became the main trend of the consumer market development.
Artem Glushchenko, Director of Government Relations of Yandex.Market, one of the largest Russian websites, took part in the Commission meeting via video link.
He noted that the concept of the “aggregator of information about products (services)” covers only place-markets complying simultaneously with three conditions: placement of information about a product (service), provision of consumers with the possibility of contract conclusion, and provision of means for products (services) payment.
Head of the Department of Civil and Business Law of the South-Russian Institute of Management, Nikolay Sarmin, noted that amendments to the legislation which introduce the responsibility of electronic platforms to buyers were essential but generated more questions than answers.
Summarizing the event, Svetlana Kambulova expressed a mutual opinion of participants about the necessity of the second discussion of the declared subject in 2019 considering the first results of the law enforcement practice, which would demonstrate the effectiveness of new provisions aimed at ensuring of additional protection of consumers in their relations with the owners of aggregators of information about products (services).
